Description

The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with OnePoint Solutions, Texas for specialized laboratory furniture to conform with existing furniture.

The NWRC has created the new Wildlife Disease Diagnostic Laboratory through an initiative funded by the American Rescue Plan (ARP). This laboratory will specialize in laboratory testing to detect and characterize pathogenic microorganisms associated with wildlife. Acquisition of key major equipment is essential for building testing capacity. Here, we seek to acquire laboratory furniture in the form of tables, tables with shelves and power strips and mobile casework fitting below the tables. This furniture will function as workspace for diagnostic testing and scientific equipment stations. Work surfaces and materials will need to be able to withstand the rigors of a BSL 2 environment and support specialized scientific instrumentation used for microbial identification and typing. This necessitates that the tables/benches are made from specialized materials to accommodate these requirements.

The laboratory furniture will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on OnePointe Solutions to be the only company with the product specifications efficiently matching the items currently on site in the ARP lab. The anticipated total value of the purchase order is $58,645.00.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties may contact the Contract Specialist listed below. Responses must be submitted electronically, via email, to Margaux.G.Nenichka@aphis.usda.gov. The deadline for the submittal of responses is 12:00pm eastern time, May 23rd, 2023.
