SUBJECT: Sources Sought for Silvicultural Services at the United States Air Force Academy (USAFA)



The USAF Academy 10th Contracting Squadron is requesting information from potential providers of Silvicultural Services. The North American Industry Classification System (NAICS) code is 115310, Support Activities for Forestry, and the small business size standard is $10 million.



This Sources Sought is issued for the purpose of market research in accordance with FAR Part 10. USAFA, Colorado has a service requirement to provide miscellaneous silvicultural services. These services maintain forest health and provide data to guide out-year forest management activities. Individual trees inaccessible by vehicle become infested by bark beetles throughout the year (primarily from March through November). To prevent the spread of bark beetles to adjacent trees, infested trees must be felled and debarked as soon as they are identified, and the residual slash properly disposed. Due to their distance from roads, these trees cannot be easily disposed, and they will need to be debarked to prevent the spread of bark beetles to other trees. Additionally, several stands on USAFA have endemic populations of dwarf mistletoe. Damage to individual infested trees with a Hawksworth rating of 3 or lower can be mitigated by pruning infested branches from the tree. Finally, USAFA collects stand data in the form of stand exams to inform forest management decision making.



The result of this market research will contribute to determining the method of procurement. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals.



The following is a synopsis of the requirement contained in the S.O.W. Dtd 30 September 2022:



The contractor shall cut and debark designated ponderosa pine trees with material greater than 4 inches in diameter and lop and scatter all slash less than 4 inches in diameter to a 3-foot maximum piece length and a maximum depth of 18 inches. The contractor shall prune all accessible dwarf mistletoe infested branches from designated ponderosa pine of various sizes. The contractor shall collect tree data on designated plots. Plots shall be located on a systematic grid basis within stands provided by the government and adhere to the stand exam protocols. The contractor shall designate cut or leave trees with marking paint on designated acres.
