The USAF Academy, 10th Contracting Squadron intends to award a single source purchase order, in accordance with FAR Subpart 13.106-1(b), Soliciting Competition, due to only one source capable of providing supplies required at the level of quality to be manufactured and delivered by 5 May 2023.
The requirement is for the purchase of 8 EA, Rotation Stages. Rotation stages will be used in a space experiment called Falcon ODIN. The rotation stages will provide the capability to point two mirrors in directions commanded from the ground. Additional specifications include:
• Operational temperature of at least -10C to 30C
• Vacuum rated to at least 10^-6 torr
• Rotate at least 2 degrees per second
• Move in two axis in the field of regard
• Have at least +/-7 degrees of angle range (for mirror mount types)
• No built-in controller (need to operate it from our own microcontroller)
• Built-in encoder for closed-loop operation
• Hold at least 2kg load (for rotation stages)
• Lightweight (if possible)
• Each stage no larger than 2”x2”x1”
• Each stage no more than 1 amp current draw

This notice of intent is not a request for competitive quotes and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data, cost information and the earliest possible delivery date, in sufficient detail that clearly demonstrates the capability to meet all specifications of the requirement. All capability statements received by the due date of this notice will be considered by the Government.
A request for additional documentation, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.
