This is NOT an official Request for Proposals (RFP). Please DO NOT submit draft proposals. Comments are encouraged and will be accepted by the POC referenced herein. This is a Draft RFP for informational purposes only and is subject to change.

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for Environmental Remediation Services at Rocky Mountain Arsenal. It will be set-aside for Small Businesses under NAICS 562910, with a size standard of 750 employees. The resulting contract is expected to be a nine year contract (one 3 year Base Period, and two 3-year Option Periods), with an Indefinite Delivery/Indefinite Quantity (IDIQ) task order type arrangement.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform operation and maintenance of the Comprehensive Environmental Response, Compensation, and Liability Act Resource Conservation and Recovery Act (CERCLA/ RCRA) remediation systems at Rocky Mountain Arsenal as defined in the Performance Work Statement. This work also includes but is not limited to: O&M of the Groundwater Treatment Plants, Sampling and Monitoring of Groundwater Wells and Surface Water, Maintenance of Landfills and Covers, Maintenance of Infrastructure and Facilities, Regulatory Interface Support, Program Records and Reporting, Land Use Controls Compliance, Environmental Remediation Systems Optimization, and Environmental Compliance.



This notice will serve as a draft Request for Proposal (RFP), with an official RFP to follow. The draft solicitation is available at this time, along with draft solicitation attachments A1-A16, L1 and L61 for the Contractor’s information, reference, and use in developing a proposal in response to the final RFP. The attachments will become part of the contract following award. A Site Visit Video, along with all other Attachments (listed in Section J) will be posted to https://erscrfp.rma-cloud.com, when available. PLEASE NOTE: As of March 23, 2023, this website is accessible. The draft RFP has been updated to reflect this change in section J (changes highlighted in yellow). Please contact the below POCs for access to the password protected website.



The official release of the final solicitation/RFP will be posted on the System for Award Management (SAM) website located at the following address: https://www.sam.gov/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete final solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is the potential offeror's responsibility to monitor the SAM website on a regular basis for any updates.
