Description:

Summit County Youth and Family Services (SCYFS) is soliciting proposals from qualified individuals or organizations to produce a Strategic Plan for the Part I Nicotine Tax funding and programming.

The awarded contractor will facilitate, and coordinate activities associated with this project and complete the entire project by September 1, 2023. The work will be in partnership with the Summit County Youth and Family Services (SCYFS) Manager, Health Promotion and Prevention Specialist, Summit Tobacco Coalition, and identified stakeholders. This work entails providing a variety of facilitation duties related to the 2019 Summit County Referred Measure 1A and prioritization of issues determined by the Summit Tobacco Coalition. Key areas of interest include setting a foundation, strengths and needs analysis, strategic plan, implementation plan, evaluation framework, and project management. Work will aim to engage and access experiences of a diverse group, including Summit Tobacco Coalition and public health and community service experts.

Qualifications:
Qualified candidates will have 5 or more years experience in community facilitation, with a minimum of 2 years in community-based strategic planning (must include assessment, prioritization, planning, and evaluation). Knowledge, Skills, and Abilities: Training, experience, and proven track record in facilitation. Training, experience, and proven track record in community-based, participatory methods. Strong computer literacy skills in word processing, spreadsheet, and presentation software (preferably Microsoft Word, Excel, PowerPoint, Access, Project, and Outlook). Strong written/oral communication, presentation, and analytical skills, with the ability to effectively communicate complex technical data and statistics to both professional and lay audiences. Strong organizational skills and ability to prioritize workload effectively to meet deadlines. Ability to plan and work effectively with agency staff, community partners, youth, and the public. Ability to work well independently, as well as with a team.
Special Requirements:
Must have access to reliable transportation, readily available for business use. Must provide their own computer equipment, office supplies, and work space. Limited funds for photocopies and meeting refreshments will be provided. Must provide proof of employer’s insurance including general liability, personal injury, professional liability, automobile liability, and worker’s compensation.
Miscellaneous:
Preferred Capabilities: Familiarity with the Nicotine Tax Part I funding and the Summit Tobacco Coalition. Ability to coordinate logistics for group meetings, interviews, and work. Master’s degree in public health. Facilitation work experience for Summit County. Fluent Spanish language skills.
