Description

The Federal Emergency Management Agency (FEMA) Region 8 is issuing this Sources Sought to conduct market research and identify interested sources that possess the capability of meeting the requirements listed below.



This requirement is for ‘Research Reports’ to better understand and identify areas for improvement of Preparedness activities in Region 8.



The research reports will assist FEMA in understanding the successes and shortcoming of preparedness for disasters across Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming, and the 29 federally recognized tribes, within R8. This information will inform future Regional operations and processes to better-prepare individuals and communities in Region 8.



Examples of research focus areas include, but are not limited to:



- The effectiveness of Preparedness activities within affected areas and how they did or did not reduce the impacts of the incident.



- Identification of ways in which socially vulnerable populations are or are not disproportionately impacted by incidents.



- Culturally competent means of communicating preparedness best practices to communities who have recently experience an incident.



- Impacts of the overall preparedness level of a community on later response and recovery efforts following incidents.



- How best to adapt Preparedness messaging and field activities to the realities of climate change.



- The value of overall Preparedness activities in a specific community (broad spectrum) versus hazard-specific Preparedness versus Preparedness for a specific portion of the disaster lifecycle (Prepare, Respond, Recover, Mitigate).



- Identifications of successes, failures, or sui generis Preparedness activities with recommendations for continued utilization, identified improvements, or explanatory factors for the unique nature of these phenomena.



- Concrete recommendations for actions to be taken by state, local, tribal, and territorial governments to increase individual preparedness based on an analysis following incidents in Region 8.



The applicable North American Industry Classification System (NAICS) code for this requirement is 611310 – Colleges, Universities, and Professional Schools, with a size standard of $34.5M. This is a Sources Sought notice. This is NOT a request for proposals. No solicitation is available. Based on the results of this Sources Sought notice, this requirement may be set aside for small businesses.
