BLM-CO Fire Management UTV - Amend 1 - Re-Issue
The BLM is reissuing this solicitation with revised specifications due to the original being deficient.
The Northwest Fire Management Team needs to trade in a 2018 Polaris Ranger 900 EP for a new UTV. Please see 'Attachment 2 - Revised Specifications' for more details. Please totally ignore Attachment 1.
Basic Contracting Requirements:
1. Active Registration www.sam.gov
2. Invoicing and Payment - www.ipp.gov - 30 day prompt pay after delivery
3. FAR Part 12 - Commercial Item
4. FAR Part 13 - Simplified Acquisition Procedures
5. Total Small Business Set-Aside for NAICS - 336991 - Size Standard 1,000 employees
6. FAR 52.225-1 - Buy American Supplies - Preference for products made in America
7. Award Basis - Low Priced Technically Acceptable - an award will be made to the vendor offering a technically acceptable offer with the lowest price.
1) Technical Response - the technical response will be evaluated against the specifications and capability of the specifications. The technical response will be rated on a scale of : Does or Does not meet.
2) Price - price and price related factors, i.e. distance and time to deliver vehicle to and retrieve vehicle from vendor's facility as well as travel for inspections, will be assessed and will be the determining factor among the offers deemed to be technically acceptable.

Minimum Requirements for a responsive bid:
1. Signed SF-1449 with all your info and price filled out.
2. SF-30 Amendment Form Signed.
3. Technical response data sheet showing how your product meets specifications.
4. Email the above items to the POC no later than the closing date.
