The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with RPMC Lasers, Inc. (CAGE: 35EM2), located in O’Fallon, MO, on a sole source basis under the authority of FAR 13.106-1(b), soliciting from a single source to purchase a Mid Infrared Quantum Cascade Laser.

NIST is the US National Metrology Institute (NMI) responsible for establishing standards along with advancing measurement science, standards, and technology. The Sources and Detectors Group is engaged in constructing a novel sensor system and requires a Mid-Infrared Quantum Cascade Laser to perform absolute reflectance measurements of microscopic carbon nanotube coatings in support of calibrations and remote-sensing research activities. A full list of requirements and specifications is available in the Statement of Work attached to this notice.

The NAICS Code is 334413, Semiconductor and Related Device Manufacturing, with a small business standard of 1,250 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to RPMC Lasers, Inc. for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued by July 7, 2023.
