Simsberry Cultural Resource Inventory, 3333 acres
The BLM Little Snake Field Office has a requirement for a Class III (intensive) field inventory of approximately 3,333 BLM acres of public land in Moffat County, Colorado. The cultural resource inventory is required prior to mechanical (mastication), lop and scatter, piling, prescribed burning, and drill seeding, to locate, evaluate and adequately protect all sites from the effects of the undertaking.
The Simsberry survey area is roughly 9 miles northwest of Maybell, Colorado.
Details are included in the Statement of Work and maps attached to this. Additional location files are available but the format is not compatible with SAM.gov. Email the Contract Specialist at lstjohn@blm.gov to receive a zip folder containing those files.
Offerors must have a valid Colorado consulting archaeological permit. Offerors must also have a Colorado Office of Archaeology and Historic Preservation consulting permit prior to conducting work in the field office.
This solicitation is being issued as a total small business set aside. The NAICS associated with this solicitation is 541620 Environmental Consulting Series with a size standard of $19M.
Award decision will be based on a Lowest Price Technically Acceptable basis. See provision FAR 52.212-2 'Evaluation - Commercial Items' for information about how quotes will be evaluated.
Technical question regarding this RFQ shall be submitted in writing only via email to the Contract Specialist, Laura StJohn at lstjohn@blm.gov no later than Tuesday February 20, 2024 at 4:00 pm MT. Any questions received will be answered via an amendment to the solicitation on or about Thursday February 22, 2024. If no questions are received no amendment will be issued. In order to ensure all offerors have the same information questions will not be accepted by telephone, they must be emailed and the answers will be provided in the amendment.
Quotes shall be submitted via email to lstjohn@blm.gov no later than Thursday February 29, 2024 at 4:00 p.m. Mountain Time. Please be sure to include the RFQ Number 140L3724Q0030 in the subject line of the email to ensure your quote is properly identified. Due to system limitations submissions through sam.gov will not be accepted. Offerors must be actively registered in the System for Award Management (sam.gov) as of the closing date and time of this solicitation. Registering in SAM.gov is free.
