Background:

The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS), Observation and Analysis Division requires One (1) Scintrex CG-6 AUTOGRAV™ gravity meter and related accessories. NOAA is congressionally mandated to define, maintain, and provide access to the National Spatial Reference System (NSRS). Gravity data is a key component of the NSRS. The National Geodetic Survey (NGS) requires the ability to measure terrestrial, relative gravity quickly and accurately.

NOAA is seeking information regarding a Scintrex CG-6 AUTOGRAV™ gravity meter for NOS, NGS, Observation and Analysis Division in Boulder, CO. This is a brand name or equal requirement.

This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contractor nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.

Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to:

1. Determine if sources capable of satisfying the agency’s requirement(s) exist.


2. Determine whether the acquisition should utilize any of the small business programs in accordance with FAR part 19.

Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may also be based on the results of this market research. This notice in no way obligates the Government to any further action.

The North American Industrial Classification System (NAICS) code is the associated NAICS code is 541360, Geophysical Surveying and Mapping Services. The small business standard for this NAICS code is $28.5 Million. This is not a request for technical or cost proposals. All types of business concerns, both large and small, are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement demonstrating their capability to provide the below listed requirements.

Submission:

Firms who believe they have the capabilities to meet or exceed the requirements described in the above must furnish detailed information concerning their capabilities. Submitted Capability Statements shall include the following:

1. Company name and address


2. SAM UEID number


3. Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business, as validated via the Central Contractor Registration (CCR)


4. Company point of contact – name, phone and email address


5. Demonstration of the capabilities possessed for meeting the requirements

Firms shall submit an electronic copy of the requested information to Chelsea Vera, Contract Specialist, via email at Chelsea.Vera@noaa.gov, no later than 11:00a.m. Eastern Standard Time (EST) April 17, 2024. Responses will not be returned. Any questions or responses to this Sources Sought announcement shall be directed to Chelsea Vera via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this Sources Sought announcement or follow-up information requests, if applicable.

Interested Parties:

Need to be registered in the System for Award Management (SAM). Failure to submit sufficient detailed information may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to the respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.

After a review of the responses received from this notice, a pre-solicitation notice and solicitation may be published on the Government-wide Point of Entry (GPE). It is the potential offeror’s responsibility to monitor the GPE for release of any future solicitation that may result from this Sources Sought Notice. Responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
