Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with CVD Equipment Corp. located in Saugerties, NY on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Silicon Tetrachloride (SiCl4) and Hydrogen Bromide (HBr) Gas Cabinet.



Specific Requirements are as follows:



The National Institute of Standards and Technology (NIST) Boulder, Micro-Fabrication Facility (BMF) requires a new cabinet that is drop-in compatible with existing life safety equipment, such as the toxic gas monitoring system, to continue to use SiCl4 and HBr as process gasses. Additionally, the Government has 7 additional gas cabinets with Programmable Logic Controller (PLC) systems that have become end of life and need to be replaced. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications.



This shall be provided and accomplished in accordance with these specifications.



NAICS Code is 333242, Semiconductor Machinery Manufacturing, with a Size Standard of 1,500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to CVD Equipment Corporation for this requirement.



Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 6/28/2023. Any questions regarding this notice must be submitted in writing via email to angela.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting.



JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:



Market research resulted in CVD Equipment Corp being the only vendor that can supply the toxic gas cabinets that are drop-in compatible with its existing SDC CipherconTM 1500 Gas Cabinet without changing any of the Governments existing infrastructure such as gas lines or reprogramming the existing Toxic Gas Monitoring System (TGMS). Further, the Government has an existing stock of spare parts for its existing gas cabinets and requires the new cabinet to be able to use the existing parts and have parts that are compatible with the existing systems so that a spare part inventory is the best value to the Government.
