BLM-CO State Office (COSO) LE Vehicle Up-fitting - Amendment 1
The purpose of this amendment is to extend RFQ date due to lack of responses.
The BLM has a requirement for up-fitting a new Law Enforcement (LE) vehicle with all the gear listed in the attachments.
Basic Contracting Requirements:
1. Active Registration www.sam.gov
2. Invoicing and Payment - www.ipp.gov - 30 day prompt pay after delivery
3. FAR Part 12 - Commercial Item
4. FAR Part 13 - Simplified Acquisition Procedures
5. Total Small Business Set-Aside for NAICS - 336320 - Size Standard 1000 employees
6. Award Basis - Best Value with Trade-Offs - Factor are distance and time to deliver/retrieve/inspect vehicle at vendor's facility. Trade-ups will also be considered for earlier delivery, better quality gear, longer warranty, etc.
Minimum Requirements for Responsive Quote:
1) Technical description of products and installation you propose to meet the requirements, including examples of your experience doing work of similar size and scope, frame to complete project, contact information for three (3) past performance references
Past Performance evaluation will be based on the government's confidence level of the contractor and their ability to successfully complete the task.
The government may, at it's discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.
Award will be based on best value to the government. The best value to the government may or may not be the lowest price offered.
Instructions to Offerors:
- Check your SAM registration, this must be current at the time you make your offer.
- Please email or call with any questions you have, prior to the closing date of 07/27/2023, with enough time to research an answer.
- Email your signed quote package to: pfrost@blm.gov, with 140L1723Q0039 - BLM-CO LE Vehicle Up-fitting in the subject line, no later than the closing date. Include your SAM UEI on your quote.
