The U.S. Department of Agriculture (USDA) Animal Plant Health Inspection Services ( APHIS), Veterinary Services (VS) located in Fort Collins, CO is in the process of revising its approach to valuing livestock and poultry for purposes of indemnity as part of VS animal health programs. This process includes developing standards for independent third-party appraisals. These standards include who can be considered qualified to conduct such appraisals.
Scope of Services
The deliverable product will be an expanded nationwide list/directory of qualified appraisers for livestock and poultry appraisal. The list will include contact information and state of residence of the qualified appraisers as well as species and states serviced by the appraiser. The deliverable will be provided as an .xlsx and .pdf file. Ongoing maintenance of the list is not included in this proposal.
This work needs to be done in close contact and cooperation with American Society of Farm Managers & Rural Appraisers (ASFMRA) for the following reasons:
On June 25th, 2020, APHIS Veterinary Services contacted the Appraisal Foundation in Washington, DC to identify individuals that could assist the agency with livestock and poultry appraisal standards as well as with identifying qualified, independent, private individuals on a national level who could conduct such livestock and poultry appraisals.
The Appraisal Standards Board of the Appraisal Foundation is responsible for the development of the Uniform Standards of Professional Appraisal Practice (USPAP) that were first adopted by the U.S. Congress in 1989. In addition, the Appraisal Qualification Board of the Appraisal Foundation has established voluntary Personal Property Appraiser Qualification Criteria.
The Appraisal Foundation identified ASFMRA as the most appropriate of their sponsoring organizations to deal specifically with livestock and poultry appraisal rather than general, non-farm and non-rural real estate and property appraisals. Livestock and poultry appraisal is a specialized field.
Period of Performance
The services specified in the contract will begin at the time of the awarding of the contract and be completed by May 31st, 2023.
The North American Industry Classification System (NAICS) Code is 541611 Administrative Management and General Management Consulting Services. The Small Business Standard Size is $ 21.5 Mil. The solicitation will be issued as a 100% Small Business Set Aside.
