THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number NB686100-23-02291 is a Request for Quotation (RFQ) conducted under the authority of FAR 13, Simplified Acquisition Procedures. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04.
The associated NAICS 333242 code has a small business size standard of 1,500 employees.
This is a Total Small Business Set-Aside.
Background:
The National Institute of Standards and Technology's Quantum Nanophotonics Group requires a Valved Gallium Phosphide (GaP) Decomposition Cell to provide phosphorous during molecular beam epitaxy (MBE). The Valved GaP Cell will be installed into an existing Veeco Gen 10 Molecular Beam Epitaxy system. Any manufacturer is acceptable but it must meet the dimensional requirements to fit a Veeco Gen 10 system. There is a 4.5” Conflat vacuum port that the Valved GaP Cell must mount to, and the in vacuum length must be appropriate for a Veeco Gen 10 MBE system. The GaP must provide a uniform flux (+/- 5%) of phosphorous on a 76mm diameter wafer and have a capacity of at least 75 cubic centimeters. A system to filter out Gallium must be part of the cell. A Veeco Automated Valve Positioner (AVP) is available to interface with the Valved GaP Cell so an additional AVP is only required if the available system is not compatible with the offered unit.
