DFC High-Low Voltage and PV Operations & Maintenance





SOURCES SOUGHT - The purpose of this Sources Sought notice is to determine the appropriate level of competition in the marketplace, in accordance with FAR 19.10. Information received in response to this notice will be used to make a determination regarding the use of full and open competition or set aside the procurement as an 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOB), Woman-Owned Business, Veteran-Owned Business or Large Business.





INTRODUCTION:



General Services Administration is seeking all viable and qualified contractors that have performed or have the capability to perform High/Low Voltage and Solar Operation, Maintenance and Repair Services. This procurement is pursuant to NAICS Code 238210 Electrical Contractors and Other Wiring Installation Contractors, with a $19 million threshold, to include all subsidiaries and any parent company.





Services are for the operation, maintenance and repair of High/Low Voltage and Solar Operations and Maintenance for the exterior electrical distribution systems at the Denver Federal Center (DFC) in Lakewood, Colorado. This contract complies with all local and federal codes including the National Electric Testing Association (NETA) and National Electric Code (NEC) requirements for maintenance of our exterior electrical distribution systems and equipment. The DFC is transmission power fed with 115KV electrical service from Xcel Energy, which is transformed down to 13.8kV at our main substation consisting of an "X" and "Y" transformer and then distributed to each of our exterior transformers which directly feed the DFC buildings with 240/480V power. The high voltage substation requires a high voltage electrical foreman experienced in the operation, maintenance, and repair of high voltage substations. This contract also includes eight megawatts of solar production distribution systems which must be maintained in compliance with applicable code requirements.





This is not a solicitation. Solicitation is anticipated in May 2024. Award is expected to be made around September 2024. The resultant contract will be a firm-fixed price contract for a one-year base with four one-year options. The contractor will have a transition period tentatively starting November 1, 2024 to November 30, 2024, at no cost to the Government, with actual performance period tentatively commencing on or about December 1, 2024. The primary staff must be located in the Denver metropolitan area, as there is a mandatory one-hour response time for emergencies.





The following data is provided to assist the contractor in estimating workload requirements and determine capability to perform the services:





1. The cost for the existing High/Low Voltage and Solar Operation, Maintenance and Repair contract for a one-year base with four one-year options was approximately $3.7 million.





2. The following facility information are estimates only of services that may be rendered. The total area encompasses 575 acres of equipment and systems. The equipment and systems to be operated, maintained, and repaired include mechanical, electrical, and utility systems installed at the site, including but not limited to; 115,000-volt overhead lines, 115,000-volt switch yard, 115,000 to 15,000-volt substations, substation equipment & monitoring equipment, 15,000-volt overhead and 13.8kV underground distribution system, 13kV to 240/480 volt substations and switchgear at one building, transformer low voltage systems and controls, 2,400 volt switchboard, motor starters, and motors for chillers, 8 megawatt grid-tied photovoltaic solar park and associated equipment, low voltage circuits associated with outside power poles and other lighting, above or below ground, outside power poles and approximately 345 light poles, which are all LED or solar LED.





CAPABILITY STATEMENT: Interested contractors capable of performing as the prime contractor and who meet the requirements stated herein, are encouraged to submit a Capability Statement no more than five (5) pages in length. Capability Statement must include the following information:





1. Name, DUNS Number, address, business size, primary point of contact and annual revenue for the past three (3) years.



2. Company status: 8(a), HUBZone, SDVOSB, SB, WOSB or Other than Small Business



3. Affiliate information: parent company, joint venture partners, and potential teaming partners.



4. Proof of satisfactory past performance on similar in size and scope projects. Comparable size would be exceeding $250,000 gross annual in repairs and maintenance at a high voltage substation, within a large facility containing multiple buildings. Past performance must include 3 consecutive years within the last 5 years. Include contract numbers, project titles, contract value, points of contact with current phone numbers and a brief statement as to why the project is relevant to this Sources Sought notice.



5. Documentation of adequate financial resources to perform the contract or ability to obtain them.



6. Maximum bonding level per contract and aggregate.



7. Statement regarding ability to provide or obtain all necessary expertise, tools and equipment.



8. A positive statement of your intention to propose as a prime contractor on any solicitations that may be released as a result of this Sources Sought notice.

All firms responding to this Sources Sought notice are advised that their response will not be considered an offer for award. All interested parties will be required to respond separately to any solicitations posted as a result of this Sources Sought notice.
