THIS RFQ REQUEST HAS BEEN POSTPONED FOR RE-EVALUATION. AN ADDENDUM WILL BE PROVIDED ONCE AN INTERNAL DECISION HAS BEEN MADE ON THE NECCESSARY REQUIREMENTS. WE WILL NOT REQUIRE BIDS BY 10/11 AT THIS TIME AND WILL PROVIDE A NEW SCHEDULE WHEN AVAILABLE. THANK YOU FOR YOUR UNDERSTANDING.



The Chemical Stockpile Emergency Preparedness Program (CSEPP) is preparing to remove two (2) 30 m (100 ft) guyed meteorological towers and three (3) 10 m (30 ft) self-supporting meteorological towers at Pueblo Chemical Depot (PCD), near Pueblo, Colorado. The mission of the meteorological towers at PCD is ending. Due to legislation governing the shutdown activities the towers must be removed within 180 days after the end-of-CSEPP notification to the Colorado Division of Homeland Security and Emergency Management. The start of this window is currently unknown, but removal is estimated for November 6th, 2023. Nov 13, Dec 4, or Dec 11 are options should timelines extend past November 6th, 2023. Please list any conflicts with performing work on the above dates with the proposal.



Prior to providing a proposal, please join the pre-proposal meeting to discuss expectations and documentation that needs to be provided. Meeting will be held through Microsoft Teams on Thursday, October 05 at 11:00 - 11:30 AM CDT. Pre-Proposal Meeting Access Information can be found in the attachments. Attendees will have 24 hours to provide any final questions to the Contracting Officer once the pre-proposal meeting has concluded.



If able to provide the requested services under the strict requirements stated in the Statement of Work, please submit a proposal, providing the below:




  • ANL-70 Request for Quotation

  • ANL-70B Representations and Certifications

  • Occupation of laborer performing the work (service professional, general technician, etc.) and accompanying Collective Bargaining Agreement (if applicable)

  • Price justification stated in section B.4 of Instructions for Offerors.

  • Proposal (BEST AND FINAL OFFER)

  • Certificate of Insurance

  • Written acceptance of the technical requirements listed in the Statement of Work, “Tower Removal,” dated 09/28/2023
