This notice is not a solicitation. This announcement serves as a sources sought notice for the upcoming competitive acquisition for the United States Air Force Academy ImmerseMe Language Program User Licenses requirement.
The US Air Force Academy (USAFA), Dean of Faculty, Department of Foreign Languages and International Programs (DFFL) has a requirement to obtain user licenses for an interactive, web-based foreign language program for use as part of the department's foreign language education programs. The department has been using this program for a number of years in select language courses. The purpose of this program is to help cadets practice speaking the target language outside the classroom. Additionally, the program content must align with the current USAFA foreign language curriculum, so cadets are able to reinforce their content knowledge. New user licenses for academic year 2023/24 will be required at the start of the fall semester, 1August 2023.
Salient Characteristics/Requirement Specifications:
BRAND NAME OR EQUAL: ImmerseMe
At a minimum, the program must:
- Be web-based
- Be interactive
- Have content modules that align well with the USAFA foreign language curriculum
- Be available in the following 8 languages (Arabic, Chinese, French, German, Japanese, Portuguese, Russian and Spanish)
- Be affordable
- Allow access for the entire academic year
The government intends to solicit a firm-fixed price requirements type contract.
Delivery is FOB Destination to USAF Academy, CO 80840.
We are interested in any size business that can meet this requirement.
Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.
All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. Include three past references with current contact information and contract number. Include three past references with current contact information and contract number, if available. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. The response must not exceed 5 pages.
To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
