THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Laura Vallejos) for receipt by close of business (2 p.m. local Denver time) on July 28, 2023:



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;



(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $2 million, and your firm’s aggregate bonding capacity; and



(4) Provide a list of road construction projects of equal or greater value and scope to the CO FTFS 121(1) Trickle Park Road project in which you performed roadway aggregate, roadbed reconditioning, asphalt concrete pavement, removal of pipe culverts, 12-inch pipe culvert, and 24-inch pipe culvert. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.



The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/



Project Details: CO FTFS 121(1) Trickle Park Road



This project includes pavement resurfacing, restoration, and rehabilitation of approximately 1.0 miles of roadway and restripe and resign 1.87 miles of roadway along Trickle Park Road located near Cedaredge, Colorado in Grand Mesa National Forest.



COPE OF THE WORK: The proposed improvements along Trickle Park Road include paving of 1 mile of existing gravel road, replacement and construction of new roadway culverts and restriping and resigning of the existing paved roadway. Trickle Park Road is one of the major access roads into the Grand Mesa National Forest and it is one of three main roads with access from one side of the Grand Mesa to the other, allowing through traffic for Mesa and Delta Counties. The project begins at the intersection of Trickle Park Road with Grand Mesa Scenic Byway and the paved section of the roadway extends for approximately 1.87 miles. The section of the roadway to be paved stretches additional 1.0 miles.



SIGNIFICANT QUANTITIES:



Significant items include (quantities are subject to change):




  • 2,100 tons of Roadway Aggregate, Method 2

  • 1.1 miles of Roadbed Reconditioning

  • 2,950 tons of Asphalt Concrete Pavement

  • 235 linear feet of 12-inch Pipe Culvert

  • 220 linear feet of 24-inch Pipe Culvert

  • 15 each of Removal of Pipe Culverts



It is anticipated this project will be advertised in October 2023, with contract award date in January 2024 and construction anticipated from May to August 2024.



The estimated price range of the project work is between $700,000 and $2,000,000.
