In accordance with (IAW) FAR 15.201(c)(3) this is a SOURCES SOUGHT FOR MARKET RESEARCH. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. This announcement constitutes a Sources Sought (market survey). This notice is a request for information to provide data for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the services contained in this Sources Sought. A solicitation, specifications and drawings are not currently available. This Sources Sought is a market research tool used by the acquisition team to determine potential and eligible businesses that have the capability and interest in providing the required services described herein, prior to determining the method of acquisition.





The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), Acquisition Management Division (AMD), Team E-Boulder seeks information from PRIME CONTRACTORS that are capable and interested in performing Orbital Welding services the NIST Boulder, Colorado Campus Site.





This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with this source sought or reimburse expenses incurred to interested parties for preparing a response as a result of this posting. The Government is not obligated to and will not pay for any information or comments received from potential sources as a result of this Sources Sought and Request for Comments announcement. Any responses received will not be used as a proposal. Respondents will not be notified of the Sources Sought evaluation results, nor will questions be addressed by the Government.





The results of this Sources Sought will be utilized to assess the amount of interest and capability in the current market, and to determine if any Small Business Set-aside opportunities exist for this potential requirement. All Small Business Set-aside categories will be considered. This announcement will be used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition.





Project Description:





NIST is soliciting for capability statements from all interested parties to provide orbital welding of ¼” stainless steel electropolished tubing for an ISO 5 rated cleanroom facility. Gases to be used in the lines include inerts (Ar, He, N2, etc.), refrigerants (SF6, CF4, etc.), oxidizers (O2), and toxic (NH3, HBr, Cl2, etc.). Length of runs vary from a few feet to hundreds of feet.





There are two immediate needs:




  1. NIST is installing a replacement toxic gas cabinet for HBr and SiCl4. Existing lines will be severed, and a new identical cabinet will be installed in its place. Two toxic gas lines (HBr, SiCl4) and one nitrogen line will need to be reattached.

  2. NIST is extending a line from an existing NH3 toxic gas cabinet 50-75’ (depending on the exact path) to a tool in the cleanroom. VCR connections are allowed in the exhausted and detected enclosure of the gas cabinet and tool but the run outside of these locations must be continuous with no breakable connections (i.e., no VCR connections) for this 50’ to 75’ run.





The North American Industry Classification System (NAICS) code for the proposed acquisition is 238190 – Other Foundation, Structure, and Building Exterior Contractors and the Small Business size standard is $19M.





Planned acquisition type: Firm-Fixed-Price Service Contract.
