Description

UNITED STATES AIR FORCE ACADEMY STATEMENT OF WORK: DFME MACHINING EQUIPMENT MOVE

1. PURPOSE: To move a Haas VF4SS industrial CNC 5-axis mill from its current location outside Fairchild Hall into the Dean of Faculty (DF) shared engineering space at the U.S. Air Force Academy (USAFA).

2. BACKGROUND: The Dean of Faculty at USAFA is converting workspace no longer required to support the DF training devices mission into a functional shared engineering workspace for cadets, faculty, and researchers to utilize. A new CNC 5-axis mill currently located outside of Fairchild Hall will need to be moved into the shared engineering space. The mill is located on the southeast corner of the building. Electrical and power requirements for the new milling machine will be installed by USAFA’s Civil Engineering (CE) Squadron and connected by the machine manufacturer during the setup of the machine per the purchase contract.

3. DESCRIPTION: The mill will need to be moved from its current location on the southeast corner of Fairchild Hall into the shared engineering space (See Attachment 1 and 2). This will require the mill to be moved approximately 600ft from the southeast corner to the west side of Fairchild Hall utilizing Faculty Drive and Fairchild Drive. From the west side of Fairchild Hall, movement into the building requires movement up a ramp that is 16 feet long with a 6-degree decline across a 12-foot flat section, then down a ramp that is 12 feet long with an 8-degree incline. Once inside the building, the machine will need to be maneuvered across approximately 120 feet into the designated space next to room 1J17M. If the floor renovation in the room is not completed by this point, then the machine will stay in the space outside the room until the floor renovation is complete. Once the floor work is completed, the mill can be moved into room 1J17M. Moving the mill outside of room 1J17M and moving the mill into the room should be two separate line items that can be executed separately or simultaneously.

Please reference attachments to follow the route of the mill into the building.

Inside the building, vertical height will be limited (
• The machine to be moved in with dimensions and weights is:

• HAAS VF4 Vertical CNC machining center, 124” wide, 81” deep, 94” tall, 14,000lbs.

a.) SITE VISIT: Site visit will occur on 5 December 2023 at Fairchild Hall, Bldg.2354, USAF Academy 80840 (See Attachment 3).

Coordination for site visit access and location will contact the POC’s listed below.

4. SCOPE:

• Provide and operate all required rigging equipment for moving, maneuvering, and placement of the machine.

• Ensure no damage to the machine, facilities, or surrounding areas occurs during the movement of the machine.

5. CERTIFICATION: Vendors must be certified in operating high capacity machinery/moving equipment as required to complete this scope of work. Insurance to cover damage to the machines, facilities, or surrounding areas must be provided.

6. INSPECTION: The contractor shall inspect for 100% compliance in accordance with this SOW prior to final inspections from The Dean of Faculty Engineering Division Leadership and Fairchild Hall Facilities Manager.

7. PERIOD OF PERFORMANCE: The mill must be moved to outside room 1J17M before 31 January 2024 and tentatively moved into room 1J17M by 31 March 2024, or upon completion of flooring in the room. Final dates will be coordinated with The Dean of Faculty Engineering Division Leadership and Fairchild Hall Facilities Manager upon award of the contract.

8. PLACE OF PERFORMANCE: The work to be performed under this contract shall be performed in and around Fairchild Hall at the U.S. Air Force Academy.
