Description

The Defense Health Agency, Central Markets Contracting Division, intends to issue a solicitation to procure Courier Services for Military Treatment Facilities/distribution centers in El Paso & Arapaho counties, Colorado. This requirement will be solicited as 100% small business set-aside using FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The North American Industry Classification System (NAICS) Code for this acquisition is 492110, Couriers and Express Delivery Services, with a small business size standard of 1,500 employees. The Product/Service Code (PSC) is R602, Support – Administrative: Courier/Messenger.



The requirement includes daily courier service Monday through Friday from 0700 to 1700 excluding federal holidays to accomplish the transportation of laboratory diagnostic specimens and supplies, pharmaceutical medication refills and supplies, dental supplies, and medical/dental documentation and supplies when required from and to the following Military Treatment Facilities/distribution centers in the Colorado Military Health System: United States Air Force Academy (USAFA), Fort Carson, Peterson Space Force Base (SFB), Schriever SFB, and Buckley SFB. The required stops will be identified in the Performance Work Statement; there will be enough runs to ensure no diagnostic specimens are compromised per requirements set by the Government, and morning and afternoon refills are distributed to ensure each medication distribution point maintains necessary throughput to support mission requirements. The contractor must provide all personnel and vehicles; the government will provide the transfer totes/bags for transporting laboratory diagnostic specimens and medication refills. A draft PWS is included with this notice for awareness but is subject to change.



The Government anticipates awarding a Firm Fixed Price non-personal services contract. The target award date is May 29, 2024, with the base period of performance of July 1, 2024 through June 30, 2025 and four 12-month option periods thereafter. FAR clause 52.217-8, Option to Extend Services, for up to an additional six months also will be included. The identified dates are target dates, subject to change. The solicitation number for this requirement is HT940724Q0001.



The Government anticipates issuing the solicitation on or about January 30, 2024, with a 14-day response time. The contracting office is not maintaining a bidders list. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of quotes may render the response non-compliant and result in rejection. The solicitation, all documents related to this requirement, and all amendments will be issued in electronic form and posted to SAM.gov.
