Description

The Missile Defense Agency (MDA) has a requirement for the continued development, integration, system level testing, sustainment, cybersecurity, and operations/maintenance of the Command and Control, Battle Management, and Communications (C2BMC) System. The C2BMC System also provides operations and Space Domain Awareness support to Combatant Commands and integrates with coalition operations and allied operations. This new contract will conduct specialized development, operations, maintenance, testing and integration for various systems and MDA directorates supporting the Missile Defense System mission, and it will also include hardware and software data and product deliverables, training material and systems, test support and operations and maintenance. This requirement is a part of the C2BMC Missile Defense program element (MDA/BC).



MDA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract valued at $4.099B; this will be a follow-on contract to contract HQ0147-12-D-0003. The contract will be awarded on a sole source basis to Lockheed Martin Rotary Mission Systems for the continued development, fielding, operation of the C2MBC System, and Increment 9 risk reduction in order to keep pace with warfighter requirements in response to emerging threats. The follow on contract action is for the continuous development, integration, system level testing, sustainment, cybersecurity, and operations/maintenance of the C2BMC System. The C2BMC System also provides operations and Space Domain Awareness support to Combatant Commands and integrates with coalition operations and allied operations for which the Government negotiated a sole source contract award under the authority of 10 U.S.C. 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii). Lockheed Martin Rotary Mission Systems is the only source that currently possesses the in-depth technical knowledge of the system requirements to satisfactorily perform the work contemplated herein within the needed timeframe. No other source has access to the required technical data and resident expertise to perform the described effort. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring an unacceptable delay and risk to the overall program in fulfilling these agency requirements and mission and a substantial duplication of costs. The sole source award will ensure continuity of the program until such time that this requirement can be procured competitively at the completion of this award. The follow-on contract will include an initial five-year ordering period with an option to extend performance for an additional five years.
