Authority for other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is a sole-source requirement for Quality Training Database Maintenance and Support. Quality Training Database™ (QTD™) QTD Deluxe (QTD-X), Test Development Tool (TDT), Employee Portal (EMP), and Remote Hosting modules are required to assist Western Area Power Administration in implementing an eLearning delivery system to meet its internal dispatcher and switchman authorization training needs for its internal customers, employees, and associated support personnel. QTS is the sole provider of their proprietary software and services. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES.
