*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with American Ecotech L.C. of Warren Rhode Island for the purchase of two complete Ecotech Aurora-3000 multiwavelength nephelometer with selected options.

***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA), Global Monitoring Laboratory (GML is procuring two Model Aurora 3000 Integrating Nephelometer for replacement of the out of production TSI Model 3563 Integrating nephelometer and is a multiple-wavelength instrument for the real-time measurement of aerosol light scattering coefficient. The Model Aurora 3000 instrument is replacing the broken and failing TSI Model 3563 nephelometers at our NOAA Observatories. This replacement is for long-term, climatically-important data records. This is the only known model which meets all the specifications of the technical equipment and mission and will allow for continuity in the results of the currently owned measurement results.

Delivery is due by 9/30/2023.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
