BLM-CO WRFO Ethnographic Transcription of Ute Consultant Recordings, Amendment 002 to add addition Question and Answer to the Q and A Document.
Background: During archival research completed by BLM-WRFO and Living Heritage Anthropology for the Piceance Ethnography Project, multiple recordings of the late Clifford Duncan were discovered. Mr. Duncan was a spiritual leader and consultant for the Ute Indian Tribe of the Uintah and Ouray Reservations Cultural Rights and Protection Office. Mr. Duncan visited the Piceance study area and initial review of the recordings indicate they contain invaluable information for the draft report for the ongoing Piceance Ethnography study as well as the pending Ethnographic Management Plan. This transcription effort would create baseline data to share with the tribe and one of the BLM's primary goals of the overarching ethnography resulting in in project and tribal benefit.
General Description of Work: The Contractor will transcribe approximately 15 hours of Clifford Duncan's interviews/recordings. This full effort will include file management, editing, coordination with BLM, and associated administration in a period not to exceed 12 months from the date of contract award and as funding allows for Option Task 3.
Basic Contracting Requirements:
1. Active Registration www.sam.gov
2. Invoicing and Payment - www.ipp.gov
3. FAR Part 13 Simplified Acquisition Procedures
4. FAR Part 12 - Commercial Item
5. Total Small Business Set-Aside for NAICS
6. Type of Contract - Firm Fixed Price
7. Basis of Award - Low Price Technically Acceptable with a thorough review of your technical response demonstrating experience and skill at transcription, successful experience interacting and coordinating tribal matters and a plan of action.
Minimum Requirements for Responsive Quote:
1. Signed and Priced SF18
2. Technical Response
3. Email items 1 and 2 to the POC below no later than the solicitation response date.
