Description

This is a solicitation for construction. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B22Q0297 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2023-02. The associated NAICS Code is 811310 and the Small Business Size Standard is $12.5 Million.

The USDA, Agricultural Research Service, Plains Area, requires the Modernization of Walk-in Condenser and Evaporator that included relocating condenser, replace evaporator, and installation of an advanced KE2 thermostat controller. The Contractor shall furnish a detailed technical proposal and detailed pricing proposal. The Government intends to award single firm fixed price purchase orders.

The requirements are further detail in the attached Requirements Document.

DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by:

1) Providing a quote on company letterhead addressing all of the requirements of the RFQ, clearly note per item pricing, shipping/handling/delivery costs, and be valid for at least 60 days after receipt of quote.

Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov).

The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the lowest price technically acceptable evaluation methodology.

Offerors or quoters are expected to inspect the site where the work will be performed. The site visit will be held at the discretion and coordination with below POC Mike Bernal and must be completed before April 07th 2023 at 12:00am CT. Coordinating contact is below:

To arrange a site visit, please coordinate with the above POC with the title “12805B23Q0297 Site Visit Registration” please include the name of the individual you have attending, along with company information. Contractors must be registered to attend the site visit. If Contractors are not registered, they will not be permitted on the site visit.

A site visit is required for All sources wishing to quote; offers shall furnish a quotation by 5:00 p.m. Central Time, on or before April 11th, 2023. Quotations are to be sent via email to Shane Pope at shane.pope@usda.gov.

Failure to provide the required information in the requested format may result in quotes not being considered for award.
