Western Area Power Administration intends to award a sole source contract to Utilities International, Inc. for Utilities International Solutions Group (UISG) UIPlanner SaaS for Integrated Resource Planning (IRP) for a performance period of one year. Authority for other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Support for UISG proprietary software can only be obtained through UISG. and no other vendor can provide customer service along with yearly software upgrades. UISG is the sole provider of their proprietary software and services. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all interest and capability statements, including prices, received within 5 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within discretion of the Government.
