The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for hotel lodging services. This Sources Sought Notice is issued for information and planning purposes only to determine interest and capability of potential qualified sources. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.

NCO 19 is seeking sources capable of providing lodging for standard stay and extended stay with a kitchenette off-site of any of four VA locations. Rooms are required for Veterans traveling long-distances for on-site appointments with the Eastern Colorado Healthcare System (ECHCS), and accommodations will be funded by ECHCS. The Government is considering a fixed priced, single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) for veteran hotel/lodging services for a period of one (1) base year with four (4) one (1) year options starting in February 2024.
ECHCS applicable Medical Center locations:
Rocky Mountain Regional Medical Center (RMR) at 1700 N. Wheeling St., Aurora, CO 80045,
PFC Floyd K. Lindstrom Department of Veterans Affairs Clinic at 3141 Centennial Blvd, Colorado Springs, CO 80907,
Garden of the Gods Clinic at 1365 Garden of the Gods Rd, Suite 105, Colorado Springs, CO 80907, and
Union Boulevard VA Clinic at 3920 N Union Blvd, Suite 100, Colorado Springs, CO 80907.
Contractor shall provide:
A minimum of three (3) hotels/lodgings for standard and/or extended stays at the Rocky Mountain Regional location.
Alternatively or additionally, a minimum of three (3) standard stay hotels/lodgings in Colorado Springs:
1 for the Centennial St location
1 for Garden of the Gods location
1 for Union Blvd location
At the RMR location, a minimum of five (5) standard stay and/or extended stay rooms per day are required to be reserved for VA veterans, two (2) of the five shall be American with Disabilities Act (ADA) compliant.
At the Colorado Springs locations, a minimum of eight (8) standard stay rooms per day are required to be reserved for VA veterans, three (3) of the eight shall be American with Disabilities Act (ADA) compliant.
Unreserved rooms shall be released back to the hotel at 5 p.m. daily. The VA shall not be obligated to pay for rooms that are released back to the hotel.
f. Hotel shall be within 10 miles of the Medical Center locations.
g. Rooms shall be available Sundays thru Saturdays.
h. Rooms should have at least one bed, two if a care giver needs to be accommodated.
i. Extended Stay rooms shall be fully furnished: Bed(s), Telephone, TV, Refrigerator, and Kitchenette.
Contractor Requirements/Responsibilities:
Shall be the single point of contact for issues/complaints for the hotel and the Medical Center.
Shall monitor hotels for compliance with all safety and health regulations, state and federal.
Shall provide a point of contact (POC) for contract management.
