Western Area Power Administration intends to award a sole source contract to Powerworld Corporation for the annual renewal of Powerworld Simulator ATC PVQV Transient Licenses for a performance period of one year. Authority for other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Support for Powerworld proprietary software can only be obtained through Powerworld Corp. and no other vendor can provide customer service along with yearly software upgrades. Powerworld is the sole provider of their proprietary software and services. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all interest and capability statements, including prices, received within 5 days after the date of publication of this synopsis will be considered by the Government.
