The Office of Climate Action, Sustainability and Resiliency (CASR) on behalf of the City and County of Denver desires to to solicit proposals for professional services to conduct an engineering feasibility study and develop the technical design for the phased implementation of a multisource thermal energy system that will reduce the reliance of Denver municipal facilities on Xcel Energy’s district steam system and establish the foundation for a sustainable, reliable, and scalable thermal option for multiple buildings in Denver.
PurposeCASR intends to apply to the Colorado Energy Office Community District Heating & Geothermal Readiness Grant Program with its selected vendor to obtain up to $500,000 for its proposed design study. Denver intends for its design study to enable subsequent implementation of its community district thermal energy solution and will be actively pursuing grants and compiling funding sources to support all phases of design, development, and implementation of this effort.
The Division of Small Business Opportunity (DSBO) has established participation requirements under the Small Business Enterprise (SBE) defined pool program as related to expenditures and related contracts by and through the City and County of Denver. The participation requirement for this project is 30%.
GoalsThe goal of this work is to:

- Develop the technical design for the phased implementation of a multisource thermal energy system
