This RFP is seeking a qualified organization for the deployment, management, and coordination of services to be provided to people living in encampments deemed for resolution (sheltering/housing) in support of the City & County of Denver’s House 1000 goals.
On Tuesday, July 18, 2023, Mayor Mike Johnston declared a State of Emergency for the Homelessness Crisis to address the health and safety concerns for those who are experiencing unsheltered homelessness. In the face of rising housing prices and a growing need for shelter, Denver has expanded capacity for sheltering, but despite these efforts, numbers show an increase in unsheltered homelessness that requires a whole-of-city effort to address. This RFP is seeking a qualified organization for the deployment, management, and coordination of services to be provided to people living in encampments deemed for resolution (sheltering/housing) in support of the City & County of Denver’s House 1000 goals.
According to the 2023 Point in Time count, more than 1400 individuals were unsheltered and living outdoors without access to the basic housing and services needed to thrive, reflecting regional and national trends due to the housing affordability crisis and the economic hardship created by the COVID-19 pandemic. In addition to rising costs of housing, mental illness, drug addiction, and crime, creates additional complexities for this effort. Mayor Johnston’s goal for the city is to bring 1000 Denverites experiencing unsheltered homelessness safely indoors by the end of the year.

This RFP is seeking a qualified organization for the deployment, management, and coordination of services to be provided to people living in encampments deemed for resolution (sheltering/housing) in support of the City & County of Denver’s House 1000 goals.
Activities include, but are not limited to:
- Trash removal at encampment sites
- Transportation for individuals to brick and mortar services (mental/physical health care, substance misuse treatment, etc)• Trash and needle disposal at designated portalets
- Relationship building and communication to encampment residents
- Support to encampment residents and City staff on moving day
- Post-closure monitoring and communications around area closures for up to 60 days after moving day at designated sites
- Post-closure monitoring and communications will also require coordination with City agencies for possible escalation to enforcement
This contract will be funded by the American Rescue Plan Act (ARPA).
