  • Summary The City is soliciting responses to this Requests for Proposals from qualified firms to provide Construction Management/General Contracting services for the Loretto Heights Theater Campus Project.

The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:

The City is soliciting responses to this Requests for Proposals from qualified firms to provide Construction Management/General Contracting services for the Loretto Heights Theater Campus Project. The project will include renovation of, and an addition to the existing theater; renovation of the existing adjacent library building for theater support space; and a new parking garage and associated site work.

The primary focus of the Project includes renovation of the existing Theater to meet current ADA requirements, replacement, and reconfiguration of theater seating, replacement and renovation of theater equipment, renovation of restrooms throughout, renovation of public lobby/reception spaces, upgrade HVAC systems, new parking structure, exterior access improvements.

This project is part of the 2021 RISE Denver Bond Program, which is a 10-year, $260 million general obligation bond program approved by voters in 2021. The program will drive economic recovery by creating thousands of jobs, investing in local businesses, and bringing critical infrastructure and community assets to historically underserved areas of the city. Through four different categories of infrastructure projects, RISE Denver will serve our most vulnerable residents and unhoused neighbors, increase mobility and safety in our neighborhoods and accessibility within city facilities, and preserve Denver’s history and culture through building restorations. Workforce Development Program:

Workforce development programs promote economic growth through the coordination of public, private, and nonprofit sector resources to support a combination of education and training services to prepare individuals for work and to help them improve their prospects for entering and succeeding in the labor market. To accomplish this, workforce development policies and programs may be focused on individual training and education, societal economic stability and growth, or skills training needed by employers to help organizations remain competitive in a global marketplace.

MWBE Participation Goal: 13%

Prequalification: Each contractor must be prequalified in category 2A General Building Unoccupied Building at the $60,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow . Miscellaneous:

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
