Purpose/Background

Boulder County is seeking proposals for a comprehensive Wellness Program for all county employees and their medical plan-enrolled spouses/partners beginning in January 2024.

Boulder County has a long history of fostering a culture of wellbeing for our employees. The goals of our wellness program are to reduce health care costs for individuals and the county, identify and address potential health risks, and build upon our reputation as one of the Healthiest 100 Employers in the U.S.

The county is currently ranked as the 7th Healthiest Employer in the Nation, and we’ve been a repeat winner for eight consecutive years since 2015. The county currently contracts with Healthbreak, Inc. for wellness program administration and access to the Virgin Pulse Ignite wellness platform.

This RFP is being marketed as part of our contractual obligation to bid government services every five years. The county is looking for a vendor that can provide a comprehensive wellness solution, featuring both program management/administration and a wellness platform as part of their offering. We will not accept bids for standalone or partial services. A contract will be awarded to the bidder whose submittal, conforming to the Request for Proposals, will be most advantageous to Boulder County, price and other factors considered. The awarded vendor will be asked to enter into a one-year contract with the option to renew for a maximum of four additional one-year periods.

All inquiries regarding this RFP will be submitted via email to the Boulder County Purchasing Office at purchasing@bouldercounty.gov. on or before 2:00 p.m. July 19, 2023. A response from the county to all inquiries will be posted and sent via email no later than July 26, 2023.

Submittal Instructions

Submittals are due at the email box only, listed below, for time and date recording on or before 2:00 p.m. Mountain Time on August 2, 2023. Vendors must answer whether line-item pricing information submitted with a bid is confidential or closely held.
