1. Purpose/Background

Boulder County Housing Authority (BCHA) currently operates over 908 residential units at 61 properties. Fire suppression systems throughout the portfolio consist of alarms, sprinklers, and fire extinguishers. Fire alarm control panels (FACP’s) are currently installed in 10 of those properties, a total of 29 FACP’s among the buildings on those properties, and future properties in development may also have FACP’s. One property has a fire pump, and two properties have private fire hydrants.

For the properties that have domestic, irrigation, and/or fire line services, BCHA is seeking contractors to perform annual backflow preventor certifications.

For properties that have fire extinguishers, BCHA is seeking contractors to perform annual testing and inspection tags.

For the property that has a fire pump, BCHA is seeking a contractor to perform annual fire pump testing and monthly churn testing.

For the properties that have FACP’s, BCHA is seeking contractors to perform annual inspections, and monitor fire alarm control panels.

Locations are spread throughout Lafayette, Louisville, Gunbarrel, Niwot, Longmont, Lyons, and Nederland. Table A. Pricing Schedule, included in this SOQ, provides the particular addresses and which services are needed at the properties in BCHA’s portfolio.

Awarded vendors will be expected to enter into a continuing services contract with the county with the option to renew for four more one-year terms.

Specifications and a sample contract are attached.

2. Written Inquiries

All inquiries regarding this SOQ will be submitted via email to the Boulder County Purchasing Office at purchasing@bouldercounty.org on or before 2:00 p.m., June 16, 2023. A response from the county to all inquiries will be posted and sent via email no later than June 20, 2023.

Do not contact any other county department or personnel with questions or for information regarding this solicitation.

3.Submittal Instructions

Submittals are due at the email box only, listed below, for time and date recording on or before 2:00 p.m. Mountain Time on June 30, 2023. Vendors must answer whether line-item pricing information submitted with a bid is confidential or closely held.

The Board of County Commissioners reserves the right to reject any and all responses, to waive any informalities or irregularities therein, and to accept the proposal that, in the opinion of the Board, is in the best interest of the Board and of the County of Boulder, State of Colorado.
