Part One. Introduction

The Clear Creek County is seeking a qualified firm to perform the following tasks associated with the Concrete Building Demolition Project:

Demolition and removal of existing cinder block building (approximately

2,800 sf) without harming the historic radium mine located within; Remove cinder block building walls, roof, slab, backfill basement and adjacent cinder block lined pit, and grade resulting disturbed area; All large rocks, brush debris, structures and all other unsuitable material shall be cleared to a depth of at least twelve (1 2) inches below the existing foundations and graded to create a relatively level surface even with adjacent grades;

Revegetation of disturbed area in accordance with the Clear Creek

County Best Management Practices Manual; and,

Comply with the permit requirements for erosion control and floodplain protection. (Permits will be obtained by County staff.) Exact erosion control and Creek protection measures will be determined in the Minor Grading and Excavation and Floodplain permits.

The list of tasks is not exhaustive. (Additional tasks are identified in Part Three. Scope of Services.) Clear Creek County is looking for a firm with experience in demolishing buildings in constrained settings. Asbestos abatement has been completed. Timing is dependent on availability of selected contractor, however, demolition of the building shall be completed by the end of 2022.

Part Two. Backqround

This project is the demolition of a 1 920's cinder block building adjacent to Clear Creek in Clear Creek Canyon (off of US6.) Asbestos abatement has been completed. Within the cement block building is a historic radium mine. A schematic of the building layout and mine location is attached in Exhibit A.

Photos of the mine are also attached in Exhibit B. Demolition should be done in a manner that does not harm the mine.

Part Three. Sco e of Services

The Scope of Services desired includes but is not limited to the following:

Demolition and removal of existing cinder block building (approximately

2,800 sf) without harming the historic radium mine located within; Remove concrete foundation walls and slab and fill resulting hole with backfill material that shall be approved by Stoy Streepey prior to placement.

Fill the 1 0 x 1 0 x8 cinder block lined pit with backfill material that shall be approved by Stoy Streepey prior to placement.

All large rocks, brush debris, structures and all other unsuitable material shall be cleared to a depth of at least twelve (1 2) inches below the existing foundations or as directed by Stoy Streepey. Locating a suitable disposal site shall be the responsibility of the contractor subject to County approval.

The area where the structure and other unsuitable material has been removed is to be backfilled as needed to create a relatively level surface even with the adjacent grades. Structural fill shall be covered with topsoil available from the County Road and Bridge Department. Backfill material shall be approved by Stoy Streepey prior to placement. The method of compaction and the equipment used shall be appropriate for the material to be compacted.

All disturbed areas are to be revegetated in accordance with the Clear Creek County Best Management Practices Manual.

Comply with the permit requirements for erosion control and floodplain protection. (Permits will be obtained by County staff.) Exact erosion control and Creek protection measures will be determined in the Minor Grading and Excavation and Floodplain permits. It is anticipated that minimally 200 feet of silt fence and orange construction fence will be required. Exact requirements will be determined with contractor and County Site Development Director on-site.

Schedule

Asbestos abatement has been completed. This project can begin as soon as possible after contract award. Work should be completed before the end of

2022.

Part Four. Bidder Information

A. References and Bid

Please provide references for three similar projects. For each project provide the name, address and phone number of a contact person involved in the project.

Based on the tasks identified, present a lump sum budget estimate for providing the services indicated.

B. Conflicts

The bidding firm shall include as part of the bid, a disclosure of any specific interest or affiliation with or in any land within Clear Creek County, which COUId be directly benefited or could be served or prejudiced by Clear Creek County Government pursuing this project. If there is nothing to disclose, the bid shall so state.

Part Five. Administrative Information

A. Standard Terms and Conditions of Request for Bid

Clear Creek County reserves the right to reject any and all bids, to consider alternatives, to wave irregularities and to re-solicit bids.

  1. Clear Creek County reserves the right to conduct such investigations of, and discussions with, those who have submitted bids ("Proposers") or other entities as it deems necessary to assist in the evaluation of any Bid or to secure maximum clarification and completeness of any Bid.
  2. All bids submitted must be valid for a minimum period of ninety (90) days after the date of the Bid opening.
  3. Clear Creek County reserves the right to select the most responsible and responsive bid which it finds to be in the best interests of Clear Creek County.
  4. The County intends to engage the most qualified applicant available for this assignment. Responses to the RFB will be a principal basis for evaluation. The following criteria shall be considered in evaluating the bids:
    1. The reputation, experience and efficiency of the Proposer;
    2. The ability of the Bidder to perform the contract or provide the goods and services within the time specified;
    3. The comparative quality of the goods and services;
    4. The Proposer's performance under previous contracts with Clear

Creek County, if applicable;

  1. The Bidder's performance under previous contracts of a similar nature with others, if applicable;
  2. The number and scope of conditions attached to the bid;
  3. The Bidder's interest in the project, as well as their understanding of the project scope and the specific requirements of Clear Creek County Open Space.
  4. General qualifications of the firm
  5. The Bidder's price for services.
  1. Clear Creek County makes no promise to any Bidder until such time as Clear Creek County executes the negotiated contract.
  2. Any restrictions on the use of data contained within a bid must be clearly stated in the bid itself.
  3. This RFB contains the instructions governing the bids to be submitted and the materials to be included therein. These are mandatory requirements that must be met to be eligible for consideration.

ReSponsiveness

RFB pr vides prospective contractors with sufficient information to prepare

and submit bids for consideration by the County. To be considered responsive, each Bid must provide for completion of the tasks and Proposer information outlined in the RFB.

Bid Submission Format

Bids submitted electronically should be either in Microsoft Word or in pdf format. G. Bid Material Ownership

All materials submitted regarding this RFB become the property of the County and will only be returned at the County's option. Responses may be viewed by any person at the bid opening time and after final selection has been made.

The County has the right to use any or all of the material outlined in the Proprietary Information above. Disqualification of a Bidder does not eliminate this right.

Incurring Costs

The County is not liable for any costs incurred by those who have submitted bids (Bidders) prior to issuance of a signed contract.

I. Acceptance of Bid Content

The contents from the selected firm will become contractual obligations if a subsequent agreement is reached. Failure of the successful Bidder to accept these obligations may result in cancellation of the award and such Bidder may be removed from future solicitations.

J. Acceptance Time

Clear Creek County reserves the absolute right to accept or reject any and all proposals submitted, and the County's final acceptance of any proposal will be based upon the negotiation of terms that are acceptable to Clear Creek County. Clear Creek County intends to make a bid selection by November 18, 2022. The County reserves the right to extend the selection period, not make a selection or to go back out for bid, and to update the RFB. The selected bid contractor will be notified of the decision.

K. Standard Contract

County's standard professional services agreement is attached. A contract will be tendered to the successful Proposer providing a reasonable time within which to execute and return it to the County, failing which the County will proceed to other proposers or otherwise procure the services from someone else.

Any Proposer requesting exception to any provisions in it must explicitly state that in the bid, including an explanation for the exception and the proposed alternative.
