REQUEST FOR QUALIFICATIONS

San Miguel County (“County”) is requesting statements of qualifications and proposals from qualified individuals to provide engineering design, surveying, and environmental services for a Colorado Department of Transportation (CDOT) and Federal Highway Administration (FHWA) funded project for the County’s Lawson Hill Trail Project.

BACKGROUND

San Miguel County has been working through partnerships with the Town of Mountain Village and Lawson Hill Property Owners Association to develop, and obtain grant funding for an extension of a multi-use path at the entrance to the Lawson Hill Subdivision at its intersection with Colorado State Highway 145.

The proposed 10’ multi-use path will connect the County-owned Park & Ride lot to the CDOT/County existing SH-145 underpass to the Town of Telluride. The total length is approximately 0.18 miles. This connector path is one of the missing orphan trail segments to complete the intended alignment of the SH 145 Down Valley Connector Trail.

The County and partners were able to obtain a CDOT Transportation Alternatives Program (TAP) grant to fund the project. This creates a total budget of $924,506 for the project based on preliminary estimates. With that, the County is soliciting a qualified and certified engineering firm to complete design and environmental clearances and proceed into construction of the project.

Identified project steps include but are not limited to:

  • Review of existing 30% plans and drawings and conduct a Field Inspection Review meeting with CDOT
  • National Environmental Policy Act (NEPA) process which is anticipated to be a Categorical Exclusion
  • Conduct a 90% Final Office Review meeting with CDOT
  • Final design and construction ready plan and specification and receive clearance from CDOT to Advertise
  • Updated engineer’s opinion of probable cost and create a construction schedule

Letting of project for bid and construction which may require RFI support

  • Construction which will include all necessary aspects of road and trail construction including but not limited to: saw cuts and removal of asphalt, washed gravel topping, relocation of existing utilities (i.e., gas line), realignment and rebuilding of existing stairs, installation of curb and gutter, installation of culverts, erosion control management, installation of signage, installation of pavement markings, building of a mechanically stabilized earth
  • (MSE) retaining wall, installation of a speed table crosswalk, and other associated work.

The Scoping and Clearance Letter associated with this grant award is included as Attachment B to this RFQ. This letter outlines the known requirements at this time to obtain clearance for the project to Advertise.
