Subject: Multimodal Real-time Trip Planner Mobile Application

The Town of Breckenridge Mobility Department is interested in providing a multimodal real-time trip planning mobile application. The service should allow individuals interested in accessing information about the Breckenridge Free Ride fixed-route transit service, Breckenridge Ski Resort fixed and on-demand transit service, Breck E-Ride bikeshare service, and where possible; neighboring transit agencies the ability to visualize the geographical location of these services, when these services are available and how to best utilize the Breckenridge transportation systems from a point of origin to a destination.

Functional Requirements

The mobile application should have the following capabilities, with proven implementation. If the vendor is unable to comply with any of the requested functional requirements, the vendor should request exceptions or alternatives to the specific requirements.

  1. The ability to enter an address or location to plan trips via public transportation and other mobility options.
  2. The ability to use geolocation as a trip origin or enter an address or location as a trip origin.
  3. The ability to see all nearby transit lines, stops, and arrival/scheduled departure times, sorted by proximity.
  4. The ability to see Micromobility (Breck E-Ride) vehicles in the app.
  5. The ability to plan a trip in the current time, or to plan a trip in the future.
  6. The ability for the trip plan to return both single-mode trips (i.e. fixed route only) or multimodal (i.e. walk to fixed-route, bike to fixed-route) trip options.
  7. The ability for app users to compare planned trip options based on total time, waiting/transfer time, and departure/arrival time.
  8. The ability to provide turn-by-turn trip guidance for fixed-route trips; both visually (in app) and through audio prompts.
  9. The ability to track an individual on a bus and notify the individual of an approaching stop.
  10. The ability to enter and store preferred addresses.
  11. The ability to provide service alerts in the mobile application. Service alerts should be seen when the user browses/views affected lines or stops, as well as in trip plan results with affected lines/stops.
  12. The ability for users to subscribe to service alerts of their choosing (route or stop level).
  13. The ability for the trip plan to work offline (i.e. when the user has no cell service or data plan).
  14. The ability to ingest real-time and/or scheduled fixed-route service GTFS/GBFS feeds prepared to the proper data specification.
  15. The ability to allow for the integration of contracted on-demand service solutions, such as Transportation Network Companies, on-demand providers, and Micro transit providers.
  16. The ability for the mobile app to meet ADA and Web Content Accessibility Guidelines standards.
  17. The ability for the app to show real-time arrival and location information preferentially when available, including in trip plan results, but to have the option of defaulting to schedule arrival time if real-time data is not available.
  18. The ability for users to select accessibility settings to minimize steps or plan a step-free trip.
  19. The ability to display bus crowding information in the app.

The app should not sell individually identifying user data to any third party, nor serve ads within the app. All app data should be anonymized adequately and aggregated before sharing for analysis purposes.

The app should be fully localized in both English and Spanish and offer complete help documentation and tech support in both languages.

The vendor should state specifically the timeline to ingest Breckenridge Free Ride GTFS feeds and visualize the Breckenridge Free Ride services. Any additional times to develop APIs or other connections within Microtransit, on-demand, and other software solutions should also be stated. Breckenridge Free Ride wishes to have a full understanding of the necessary hardware needs associated with implementation. Breckenridge Free Ride also wishes to have a full understanding of the necessary go-live timeline once a notice to proceed is issued to the vendor.

The vendor should provide a help desk function that offers support for any issues or malfunctions associated with the mobile app and trip planning functions. The vendor should state the available hours of the help desk, as well as common timelines to turnaround common mobile app issues, such as bug fixes, corrections, modifications, etc.

Proposal Information

  1. Company background – number of years in business, location, number of Staff
  2. Qualifications and experience – provide relevant information regarding experience including valid references, if applicable
  3. Scope of software being provided – a detailed description of the application being quoted
  4. List of project personnel – identify the primary contact person
  5. Contract Term: Annual basis with option to extend
  6. If Contractor works on site, Contractor will be expected to provide: insurance certificate, general commercial liability amount of $1,000,000 per occurrence and per person
  7. Quote/Cost proposal –Please include any notes needed for evaluation.
